I have a database that I would like to allow users to view all tables but not modify them, and create their own views. I would also like to set it up so that they can only see the views that they have created. How do I go about doing this?

You can give them db_datareader to access the tables. You can then grant them CREATE VIEW. Both of these can be accomplished with GRANT.
