Are you using the correct user and password (assuming you're not using integrated security)?

If you are using integrated security, is the user you are trying to use to connect a member of one of the domain groups in the logins?

Also, did you install service pack 3a for SQL Server 2000? It is required for Windows 2003.

What is the error?
