What are the implications of running a website using MSDE as the database. When it says maximum 5 users what does this mean? Could I still run a .NET website that will serve more than 5 simultaneous connections?

You will have the workload governor to contend with, as well as a 2GB limitation on databse size. The db size issue is probably not a big deal though.

I don't think so as I have successfully used msde with almost 12 connections to the server simultaneously but no one complained regarding the performace issue,
But yes the database size is really the main issue you should check this constraint and then decide.
