Can we use Top-N in a cube if yes how?

SELECT Top 10 * FROM users

This is easiest done in the client.
Which client are You using to browse the cubes ?

(You could probably also create a member set with the Top10 users, but it would it would not be
dynamically relative to the current selection of the dimensions)

We use ProClarity, the client is very good, the ProClarity Analytics Server (Enterprise reporting) is so-so(imo). There is a new version out 6.0 (as always), which I haven't tried.
You can start off with Excel, which has OLAP functionality.

My recommendation is that You check out and try a few different clients.
(search the web)
