 tempdb not clearing

I have a Win2k SQL2k sp3a tempdb that is 33.8Gig Data and 1meg Log with 2mb used. I just rebooted the server and tempdb size did not get reset (clearing tempdb). It won't shrink either. Any ideas?

Did you change the size of TempDB with ALTER DATABASE. This can make sizing changes permanent

Nope! I have set the data to 100meg and log to 10meg with autogrow on in EM by default on all my SQL Servers. Also, the log is 11meg not 1...TIA
