Upgrade from SQL 7.0 to SQL 2K on NT Cluster

We want to upgrade our SQL 7.0 SP1 active/passive cluster
on NT 4.0 EE SP6a to SQL 2K SP2 on the same Servers.I am
looking for a step by step guide or for some good articles
on that matter.
Our basic questions are:

Upgrade or new installation?
If new installation how about maintenance
plans,jobs,alerts,operators,DTS packages?
What is the correct sequence for upgrade?
Shoud we install SQL 2K on both nodes?

Well,

That depends on what you can feasibly do. A clean install is always the best, but not always feasible. If you can do a clean install I would do it.

When you install SQL 2000 as a virtual instance, it will handle the install in both nodes.
