Can a database on SQL Express 2005 server be accessed remotely in a network?

Yes. Just make sure port 1433 is opened in the firewall on the server machine.

default it is set to 1643 on TCP Dynamic ports

If that's the case, you must specify port 1643 in the connection string for every client.
