 Error Creating Credential

We upgraded from SQL Server 2000 to 2005 recently. I'm attempting to create a credential for the first time and I keep getting the error shown below. Can anyone tell me what to do to resolve it? Thank You

when you say a credential, you mean a login, right?

I'm attempting to create a credential (Security - Credential) to be used by a proxy account that will be used to run a SSIS job via SQL Server Agent. The SSIS job will need to access a file outside SQL Server and I understand you have to setup a proxy to do that. Thanks
