Is it possible to use SSMS to create SSIS packages on a 2000 server? Maybe by installing the SSIS service on the 2000 box?

So for example can I use SSIS to create a new Maintenance Plan on a 2000 machine.

I'm a bit fed up of having to have EM and SSMS open all the time, because one can do something the other can't.
