What do you mean by "no transactions are happening"? Are you getting errors, are there connections to the server that are sending queries?BTW - you do not need to stop SQL Server in order to copy an MDF file. If you want to leave the database online you can just back it up and then restore it elsewhere. Otherwise you can detach it, copy it and then attach it again.

If you see runnable connections with spid > 50, that means sql works ok.

Spid is identity number of user connection, sql works fine while sql service is running and accepts user connections.

Make sure sql agent is running, then check job history for error message.
