In Express edition you will need to set up a Windows Schedule Job to issue the backup command via OSQL.

In Standard edition you can set up a maintenance plan on a schedule that can do what you ask for.

The reason you get the two answers is because I do not believe that the SQL Server Agent Service is supported in the Express Edition. I may be wrong, Search for Jobs in BOL to verify.
