Can I selectively suppress the + sign on a toggle item? When there is only a
single item to drill-down on, I don't want my user to bother clicking all
these + signs just to find out that there is not extra information.

I havent tried this myself but when you specify properties of a group you can set initial visibility to be visible, hidden or controlled by expression. So have an expression that will see how many rows are in a group and let SSRS hide the row. It wont supress the + sign but when user clicks on it it wont do anything... Its not pretty but I hope it helps your issue.
