How can i fix a job to run with particular account

What do you mean? you mean user account. They have to have permission like

1)sysadmin or
new roles in msdb for running and manipulating.

created job with owner as SACCAP\svcNewHirePortal

when i am staring job its executing with..
Executed as user: SACCAP\svcSQLCT

I want to execute job with SACCAP\svcNewHirePortal account..

Change owner to SACCAP\svcNewHirePortal and refresh job.

what job contains? Try running job if not issues and check job history what do you see. Make sure change it to SACCAP\svcNewHirePortal

Sql will run job under sql agent service account, but you can set proxy and put it in run as field.
