In SQL 2005, is there any option we can set up a higher priority for certain users in a database/server?

What do you mean by high priority? Do you mean high permission?

Not high permission. By high priority meaning lets say we have 2 users "xyz" and "abc" . User "abc" runs lots of reports and I want give user "abc" less priority (so that his reports will run slower) than user "xyz" because "xyz" user does more important work.
