I am using SQL Server 2000.
In that , i have to create 3 database in 3 different language.ie,manually i have to insert data in 3 different language.I dont want to insert data from a front end.I dont want to use a translator.I have found out in enterprise manager their is a setting for language.I changed the default language under server settings to French. But when i insert data ,it is showing in English.

Can any1 help with this issue?

Neither Enterprise Manager nor SQL Server converts it to a different language. You must write code for this and provide the translations.
