I can't revert from dbo to Public because one stored procedure uses

EXEC 'string'

and returns permission denied on the referenced tables.

Is there a workaround for this?

No. The public role must have permissions on the objects referenced in the string.

Can you post the offending procedure? There may be a way to rewrite it to not need dynamic SQL, or at least less of it.
