Magesh Babu writes "In the Windows OS if i want to de-frag my hard disk the os tells me that the hard disk re-quires a de-frag or not. Similarly is there any way i could find out wether a table needs DBCC INDEXDEFRAG to be executed or not."

It only needs it if fragmentation is affecting performance or causing too much space to be used up.

Look at dbcc showconfig in bol but it will only show fragmentation not it is up to you whether the system will benefit from doing anything about it.
