Have you checked the event logs ? and SQL Server logs ?
what do they if anything say ?

Is anything else on the machine besides SQL Server 7 ? Was anything on it removed before you put SQL Server 7 on ?

What is the machine spec ?

error Is that a SQL Server error or windows error or....
