2. I had a backup job hangning and I decided to stop it and recycle the Server. At this time the SQL errorlog said Error 17833,the TCP Ip listening port 1433 is already open. But users were not able to connect after the recycle. Looks like the port 1433 was not released before SQL started. The time lapse between the SQL stop and start ws 18 secs. Is that not enough for tcp/ip to release.

Or what else could be the reason.
