I am a little confused as to what your problem is. Does the upgrade actually complete but the service won't stop? What method did you use to do the upgrade? I would suggest just doing a detach from your SQL 7 and attach the file to SQL 2k. This is the easiest way. There are lots of different ways to do the upgrade, but I always recommend the detach/attach method when going from 7 to 2k.
