What is the function or meaning of the exclamation point ('!') in the following statement?

where Var_A like '!00%'

Nothing, it's just an exclamation point. The special wilcard characters are %, _ (underscore), [], and .

Just noticed my last wildcard character got converted to an emoticon. It should say [ ^ ] without the spaces.

Just thought I'd join in.
Can we have a button to copy a post to multiple threads?

CTRL+C and CTRL+V would work well
