 Foreign Key Configuration Question

I have two tables, one of projects and the other of staff. In the projects table, I have set a foreign key so that a project may be tied to a particular staff person. When I enter a new project I may not know the staff assignment and leave that field blank and it works. However, if I have assigned a staff person, I'm unable to delete that person from the project record if I want to set the project back to unassigned. How can I set that field in the project record back to null if I keep the foreign key in place?

Is this an application issue or a dabase issue?

It's hard to give you much advice because you have not given us any of the entites and their relationships (DDL). I would assume that you just set column value to NULL for that particular tuple. But, perhaps there are other references to that column that prevent that? Unfortunately, you haven't given us enough information to relly help you.
