1. Which such be learned first (SQL Server Administration or SQL database development)?

2. What are the differences between SQL Server 2008 and SQL Server 2008R2? I have noticed the difference in titles on many beginner books.

3. What does R2 stand for?

1. Depends which you're interested in. Most people will be mainly on the dev side or mainly on the admin side, not both.
2. R2 is a separate version of SQL, most of the new features are BI related
3. Release 2 (I think)
