Can we restore system databases from netbackup to different sql server instance name (computer name change during new server installtion, that also chane new installed sql instance name) with same sql and windows edition, same sql server build installed?

You can, but it's easiest if the paths are identical.

By the way, the general consensus is that Netbackup sucks when it comes to SQL backups. So please be warned.
