The decision would depend on the following:

a) Do you want these procedures to run one after the other or in parallel (and can they be run in parallel)

b) If there's an error in one procedure do you want the others to continue executing or do you want to stop execution on error

c) what do these 25 procedures do? i.e. can you combine what they do into one procedure and execute only that one procedure every hour?

If I had to make a decision on the information you provided - I'd create one job with 25 steps and each step executing one of these procedures (that way I can set order of execution and also jump to the step I want to in case of error etc).
