 multiple dependant steps in stored procedure

I am writing a stored procedure in which I need to read a text file into a temporary work table. After all records have been loaded I need to join this table to another existing table and update the differences in my target table.
I'm new to stored procedures. How would I set it up to ensure that the first step is complete before I move on to the next step?

Stored procedures are not multi-threaded. It does not move on to the next statement until the current one completes, so there is nothing special you need to do to handle your question.
