I have checked the Microsoft Knowledge Base and found article Q274224 which acknowledges that this error can occurr when using merge modules to install MSDE. One of the work-arounds is to Microsoft Setup program!!!
The machine I'm trying to load MSDE onto has Windows NT 4 Workstation (SP6) loaded and has a previous install of SQL Server 7.
