I have a batch file which kicks off an Autoexec macro in an Access db.
Here is the command in batch file :
"c:\Progra~1\Micros~4\Office12\msaccess.exe" "\\BLMCIK\k$\Tekele~1\Tekele~3.mdb" /nostartup

It works fine when I run in manually, but hangs ups the job agent and never completes. I can tell the DB file is not opened because I do not see the LDB file and MS Access.exe is running when looking at the task manager.

I have made sure that the owner has the proper rights to use the agent. I enabled all macros in Trust center and selected "Never show information about locked content".

Any ideas?

Why are you running this from a job? Programs that have a user interface and do not automatically terminate should never be run from a SQL Agent job.

If you need SQL Server to interact with MS Access, you should either use a linked server to the Access file, or use linked tables in Access to connect to the SQL Server data.
