I have never experienced this. Why are you backing up a database and then restoring it in the first place? Is it production?

Maybe because the SPs are getting recompiled?
Because the tr log is being cleared?
A checkpoint is releasing memory?

Cursors are useful if you don't know sql.
DTS can be used in a similar way.

I usually hear the performance decrease after the DB restore. This is opposite to that.
