What are the Security Precautions to be taken while doing replication?

What Permissions a Domain Login should have in publisher, Distributor and Subscriber, which is used to start and stop SQL Services?

The security precautions would be the same as would be on any other database.

Whatever account is used to stop and start services should have local admin rights.
