The first message that displays when installing sqlserver:

"This operating system does not support SqlServer 2000. Can only install the client software".

When I get to "Installation Definition" response window I can not
select the radio button "Server and Client Tools" (It is greyed out). I installed the Client tool only but there is no database installed.

I tried to look on the cd for the server engine install file, but it was not there.

This is a new copy of SQServer 2000 Developer Edition with service pack 3.

The minimum requirements are here. It looks like you need to upgrade the OS.
