1000 users? Concurrent or not?

With the basic information that you have given, I would say 2 CPUs at minimum (I might even suggest 4). 150GB for a database size is large. You will need lots of RAM for this. We've actually got a couple of DBs at that size that perform fine on a 2CPU with 2-4GB of RAM, but there is very little concurrent users happening.

For 150GB's of data, you'll need a large and fast IO subsystem.
You might want to take a look at EMC, IBM, or Hitatchi and get a SAN or Fibre attached storage box.

Also, are you planning on clustering this box? For 1000 users, it sounds like you might need to do that.

You should focus on how many Procs to gety in the hardware. Whatever that number is, that is the number of licenses you need. If the box has 2 procs, you can't just get one license and say we won't let SQL use the other proc.
