| What do you mean? you mean user account. They have to have permission like 1)sysadmin ornew roles in msdb for running and manipulating. |

| what job contains? Try running job if not issues and check job history what do you see. Make sure change it to SACCAP\svcNewHirePortal |

| Sql will run job under sql agent service account, but you can set proxy and put it in run as field. |
