When I try to change the failsafe operator in SSMS nothing happens. This is to say that I make the change in the dialog box under SQLAgent/properties/Alert System and press OK I get no error but when I go back to check, I see that the value is the same as it was before.

Does anyone know how to change this?

You mean assign another operator there? Do you have sysadmin rights?

No, not necessary.

Apply sp2 on client tools then try again.
