Who designs tables to be full of NULLs on a major scale?

Have you seen this? Not for years for me. The odd NULL is fine, but this is 100,000s of rows, 30 columns, vast majority of NULLs apart from the first 1, 2 columns have a few values in there. What's the point?

Is this a regular thing? There are 1,000s of tables like this in this company - empty. A few tables OK. Seeing 3 databases like this.

What do you say?

Depends. You can even consider EAV approach as an alternative for them.
