 Move reporting Services Std Ed to another Server

I had to migrate an old server to new hardware and only have reporting services to left in this single server setup.

From what I understand, I can install Reporting Services, and then according to KB842425 it offers two options:

Dump, then restore the db’s and run rsconfig.exe to “To make Reporting Services point to the database that you restored in step 2” but if I restore over top the empty fresh db’s wont it be using them anyway?
Does that command do something other than what the description suggests?

The other option it gives is “To move the Reporting Services database together with the Reporting Services Windows service, and Reporting Services Web service” and suggests a caveat for standard edition report server which I am using about old row id’s…
How do I which option is required, the second looks like it has additional issues?

Anyone done this and can provide some additional guidance?
