 Merge push only replication primary key violation

Hi,
can anyone help me to resolve the below issue with the sql server 2005 merge replication.
i am getting an error with Merge replication which has push only replication to 2 subscribers ... the error is "A row insert at <DatabaseName> could not be propagated to <destination database name>. This failure can be caused by a constraint violation. Violation of PRIMARY KEY constraint <primarykey>. Cannot insert duplicate key in object <tableName>"..
in this we are not allowing the subscribers to modify as it is just a push only replication... and again when we try to run the job 2nd time it is passing successfully this is happening everyday ( first time it fails and second time is complets successfully).

Note: in the publisher we have around 50 tables in that 5 tables has the filter clause too.
