 Cannot load custom assembly

I'm trying to build my first custom assembly for SSRS 2008. I cannot get the report server to load the dll. Here's what I have so far:

using System;
using System.Collections.Generic;
using System.Text;
using System.Security.Permissions;

namespace GECReport
{
class ReportCode
{
public ReportCode()
{
}
public static string SayHelloStatic()
{
return "Hello";
}
public string SayHello()
{
return "Hello";
}
}
}

I've copied the .dll to the following paths:
C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE\PrivateAssemblies
C:\Program Files\Microsoft SQL Server\MSRS10.MSSQLSERVER\Reporting Services\ReportServer\bin

I stopped and started SQL and ReportServer services.

I then added the reference to the .dll and called both the static and instance methods:
=GECReport.ReportCode.SayHelloStatic() // for static
=myCode.SayHello() (where myCode is my instance name for GECReport.ReportCode)
Any help would be greatly appreciated. I'm on a tight development schedule and this is my first time using SSRS.
