While setting up transactional replication until setup is completed does the process lock the tables so users will not be able to use them. As far as I know we can setup transactional replication when users are still using the database or is it true that users should not be accessing the database while setting up replication.
Can anyone please share their thoughts.

it never locks the tables actually until snapshot is run

I believe it only takes a schema lock, so even DML operations can happen on the published objects while the snapshot is running.
