 User Can not see user databases in SSMS

OS: Windows Server 2003 R2
SQL Server 2005 SP4
Enviorment meets STIG Requirments.
OK I have a new one for me. Lets start with some background. The SQL Server enviroment meets most if not all DISA/STIG requirments. AS in Public and Guest Premissions have been revoked. I have also created DB roles and gave what was those public premissions to the new role.
ISSUE: I have created a new user and through the User Mapping I have granted this user dbowner, and giving him dbo as default schema. Once this user as logged into SSMS all he can see is the master database which is needed for connections.
How do I get this user to see the user database that show him as dbowner.
