How many users?
How many procs?
Is it the backend for a public facing website?

Are you asking how the server was built and what licensing was used? Or, are you asking how to determine which would be better?

If the former, then you need to find the license information that was including with your purchase. It is not maintained on the server or the instance of SQL. It is only paperwork and you have to manage it through documentation.

If the latter, then you need to identify how many users will be accessing the system. If more than 40-50 users, then you probably want to go with per processor licensing. However, it really depends on the server and how many users are accessing it.
