I have installed SQL server 2005 developer version 9.00.1399 on windows 7 32 bit, i need to upgrade it to service pack 3.
i tried to download the sql server 2005 service pack 1 from Microsoft but it gave some errors as it is not compatible with my windows version.
Can some suggest me as what would be the actual process to upgrade.
Can i install service pack 3 directly on SQL server 2005 developer version 9.00.1399

Yes you can install sp3 directly on build 1399. They are cumulative, so you do not need to install previous service packs.

But I'd recommend installing sp4 instead.

it threw an error message as The version of hotfix.exe is not compatible with the version of windows you are running check your computer system information to see whether you need a x86(32-bit)orx64 (64-bit)version of the program-and then contact the software publisher

The IA64 file is for computers with the Itanium processor. Those are typically million dollar+, fridge-sized servers.

Since you have a 32-bit OS (and hence 32-bit SQL Server), you need to download the 32-bit patch, the x86 one.
