To give DB Create Permission you must have sysadmin permission
Open SSMS,
Expand your instance,
Expand Security,
Expand Logins,
Right click on user(To whom you want to give permission) Click on property,
This will opens new window click Server Roles and right side it will show all server role name and check box click only dbcreator.
This will give user to create Database permission.
If you need to give same user delete query permission
First you need to mount this user for Databases
For that you need to click on user mapping here you see all database name select database and
Under Database role membership click check box db_ddladmin (To give create delete and insert)
