I may have been able to free some budget to bring in an sql developer to help create our database and help with reports.

It wont be massive and I've already spec'd it out.

I'd need them to build the database and create the imports to populate the data. And I'd need them to help on Pivot/Excel and Web-Based front ends.

My intention would be to learn as he works.

I have 2 q's:

1). What Rate would I expect to pay (In the Yorkshire area)?
2). How long am I likely to need him/her?

I'm thinking a week, is this reasonable?

I don't know what the going rate is, but it would depend on the person's experience. For what you need the person for, it doesn't sound like they'd need a ton of experience.

As for how long, some contractors may not be interested on such a short contract.

It's really hard to say how long you'd need the person with the given information, but a week doesn't sound right.

Sorry I'm really ignorant on this. I only have Access experience.

How long would I expect it to take a reasonable person to build a working database, assuming it's uploaded daily into 5 tables from 20/30 Text files.

If its exactly as youd escribed - create a database and setup an SSIS process to dump the data from those 20/30 text files (typical data with no complications such as special characters/text columns etc) into those tables it shouldnt take more than a week. Setting up maintenance/operations/monitoring of the database which can take longer.

You will want to log the imports and archive files and presumably schedule something to import automatically and to handle the situation if the files aren't there. If you are appending data you will also want something to ensure the files aren't duplicates.
What if there is an error - dealing with a single record error/corrupt file, ....
If you're not used to sql server you'll need to have security set up - and more importantly a backup and restore strategy implemented and tested in line with the business requirements.
Implementing changes to the system?

Less experienced consultants can probably give you something that is workable - more experienced and expensive can tell you how best to do it (ssis would not be a first choice by the sound of it) and the problems you will encounter and how to deal with them.
Anywhere between about £300 and £800 a day I would guess and anything from a couple of days to over a month. I would also consider the importing and datasructures a seperate task from the reporting - might even be different people who would only come together to design the reporting structures.
