what do you mean by accesing sp? do you executing sp or just seeing sp definition?

OK, I mean add some developers to a db to let them able to see and modify the stored procedures. I know if I give them dbowner they can do that but that's too high. Is there any siongle one or some combinations of roles to offer? Thanks.

why not GRANT them access to specific procedures using GRANT command?
