 2 Merge replication publications varying speeds

Hi, could do with some advice on this.
I've got two publications going from the same 2008 server to the same remote 2008 express installation. The two publications are both merge publications, going from different databases but these databases both have the same tables that are being published. Data will vary but the one performing the best has more data and has been used more than the one that is performing poorly.
One is showing a delivery rate of approx 7 rows per second, the other is .04 rows per second, give or take. I've also got a stored procedure that updates a table on each db with the time and date. On the decent performing db the times are within a minute. On the poor one the subscriber shows up to date times, the publisher however shows the subscriber as being a few hours out.
I've tried reinitializing the subscription which does transfer changes but then falls out of sync again.
Anyone got any thoughts on how to improve the delivery rate or what the problem is here?

Have you done any analysis via PerfMon?

Also, how are you measuring latency/delivery rate?

Additionally, since the data is different there MAY be no reason to expect the latency to be the same. Depends.
