 database mail not working

I set up database mail but when sending a message I get Mail queued. but I don't get the email -- what could be wrong here?
I copied the stored procedure for sending mail from another machine it was working and set up the account in database mail but I get no errors - it just says Mail queued and I don't get the email

Made sure mail server is allowing relay from your SQL Server?

i checked further and it's getting the following error in the mail log

The mail could not be sent to the recipients because of the mail server failure. (Sending Mail using Account 1 (2012-08-27T07:34:35). Exception Message: Could not connect to mail server. (An attempt was made to access a socket in a way forbidden by its access permissions [ip here]). )
