FCB::Open failed: Could not open file D:\TempDB\tempdev_2.ndf for file number 4. OS error: 32(error not found).

FCB::Open: Operating system error 32(error not found) occurred while creating or opening file 'D:\TempDB\tempdev_2.ndf'. Diagnose and correct the operating system error, and retry the operation.

Is there a folder named TempDB on the D: drive? Also see the SQL Server error logs (by default they are located in Program Files\Microsoft SQL Server\MSSQL.n\MSSQL\LOG\) and windows event log to see if they give you any additional clues.
