Yes, you have to have a SERVER edition of the OS in order to install the SERVER part of SQL Server Standard or Enterprise edition. Otherwise you'll only get the client tools. You could use the Developers Edition on a non-server version of Windows. Or perhaps MSDE.

It actually has a list of the OS that the Evaluation cd will install on, on the cover of the evaluation cd case.

NT4 workstation/server, Win2k pro/server.

You'll need the Personal Edition will install on a 98 box, but can't say i've seen it as an evaluation. It comes with a licenced copy of Standard and Enterprise.

We 1st tested on a win2k pro machine without a problem.
