My NT Server and sql server perfomance is very very slow, I can able to see that my CPU usage is always 100% in that sqlserver.exe is taking almost 99% most of the time. My memory usage is around 1.2 gd...most of the time it seems good all the time. I am using MS Sql Server 7.0. almost 40 to 50 users are connected to my server normally i have 100 user licence. Try upgrading to a dual processor ... 40-50 for a single processor sounds about right ... what kind of queries are they running? are you on a RAID array? or normal IDE ?

Is your CPU this high, even right after a reboot?

Lets say you reboot, all 50 users come online. Is your CPU 100% then?

What application are your 50 users running? Is it a custom application?

Depending on the answers, you probably need a faster disk subsystem or a second processor. I would think 50 users is a bit much for a single processor.
